AFCON 2025 Final: CAF Suspends Hakimi, Thiaw, Fines Senegal and Morocco

The Confederation of African Football (CAF) has announced a series of disciplinary sanctions against the Fรฉdรฉration Sรฉnรฉgalaise de Football (FSF), the Fรฉdรฉration Royale Marocaine de Football (FRMF), as well as several players and officials, following chaotic scenes during the 2025 Africa Cup of Nations final.

In a statement released on Wednesday night, CAF said the punishments were imposed for violations of its Disciplinary Code, including breaches of fair play, loyalty, and integrity, committed during and after the final match.

Sanctions Against Senegal

CAF handed down multiple sanctions against Senegal, targeting both individuals and the federation:

  • Head coach Pape Bouna Thiaw was suspended for five official CAF matches for unsporting conduct and bringing the game into disrepute.
    • He was also fined USD 100,000.
  • Iliman Cheikh Baroy Ndiaye was suspended for two CAF matches for unsporting behaviour towards the referee.
  • Ismaila Sarr received a two-match suspension for similar conduct towards match officials.
  • The Fรฉdรฉration Sรฉnรฉgalaise de Football (FSF) was fined:
    • USD 300,000 for the improper conduct of its supporters.
    • USD 300,000 for unsporting conduct by players and technical staff.
    • USD 15,000 after five Senegalese players received cautions during the match.

CAF stated that the actions of Senegalโ€™s players, staff, and supporters brought the game into disrepute and violated the core principles of its disciplinary regulations.

Sanctions Against Morocco

CAF also imposed penalties on Morocco and its football authorities:

  • Achraf Hakimi was suspended for two CAF matches, with one match suspended for a year, for unsporting behaviour.
  • Ismaรซl Saibari was handed a three-match suspension and fined USD 100,000 for unsporting conduct.
  • The FRMF was fined:
    • USD 200,000 for inappropriate behaviour by stadium ball boys.
    • USD 100,000 after players and technical staff invaded the VAR review area and obstructed the referee.
    • USD 15,000 for the use of laser devices by Moroccan supporters during the match.

Chaos in the Final

The AFCON final, played at Stade Mohammed V in Rabat on January 18, 2026, descended into disorder late in regular time.

With the score level at 0โ€“0, Senegal had a goal ruled out for offside. Moments later, a VAR review awarded host nation Morocco a penalty in the eighth minute of added time.

Angered by the decision, Senegal head coach Pape Thiaw led his players off the pitch in protest, forcing security officials to intervene. After a delay, the team returned to the field.

Moroccoโ€™s penalty was saved by goalkeeper ร‰douard Mendy, sending the match into extra time. Senegal eventually secured victory when Pape Gueye scored in the fourth minute of the first half of extra time, clinching the AFCON title.

Both CAF and FIFA President Gianni Infantino later condemned the conduct that marred the final.


CAF Rejects Moroccoโ€™s Protest

CAF also ruled on a formal protest submitted by the FRMF, which accused Senegal of violating Articles 82 and 84 of the AFCON regulations.

The CAF Disciplinary Board rejected the protest, stating that it found no grounds to uphold Moroccoโ€™s claims concerning the TotalEnergies CAF Africa Cup of Nations Morocco 2025 Final.
